Zamboanga City’s Comprehensive Land Use Plan Approved

We at Palafox Associates and Palafox Architecture Group are privileged to have assisted the City of Zamboanga in formulating their Comprehensive Land Use Plan (CLUP), Zoning Ordinance (ZO), and Comprehensive Development Plan (CDP), which aim to rehabilitate and reconstruct Zamboanga City from the impacts of the Zamboanga Crisis in 2014.


According to Zamboanga City Mayor Maria Isabelle Climaco-Salazar, the Department of Human Settlements and Urban Development (DHSUD) recently approved and ratified the Comprehensive Land Use Plan (CLUP) 2016-2025 of Zamboanga City. In line with this, the DHSUD will allot financial assistance and grants amounting to P100 million for the site development of an evacuation center and housing facilities. Mayor Climaco-Salazar highlighted the CLUP’s importance in optimizing the city’s land resources to address the needs of the population and its various sectors.



The CLUP is a guide to address and sustain the overall growth and development of the city in line with its Local Climate Change Action Plan and Disaster Risk Reduction Management Plan. In addition, the CDP identifies priority sectoral programs (i.e., social economic, land use, transportation, infrastructure and utilities, environment, DRRM, and local governance and finance) and projects in accordance with the Department of Interior and Local Government’s (DILG) guidelines, and these will be within the framework of the CLUP. The priority areas identified for Zamboanga City were Barangay Rio Hondo, Paseo del Mar, Sangali Fishport, Sta. Cruz Island, and Taluksangay Village.
